Mayor Hinton has indicated that a city attorney for Sebastopol is a required position, and that's why no mention of it was included in the poll conducted on behalf of the ad hoc special-election committee.
Wouldn't a contract with an external law firm fulfill this requirement? If not,where is this requirement stated?

This table includes incorporated California cities ranked by population within a selected range close to Sebastopol.
Several have city attorneys, but many do not. How do they handle their legal necessities? They contract with an external law firm.
For example: John D. Bakker currently serves as City Attorney for the City of Dublin and the City of Cotati.
